The WasteWise Campaign, Operations

General

The operations component of the WasteWise Campaign provides
a top-up resource to all City service branches, which
are the custodians of City-owned land. This component
is concerned with ensuring that adequate resources are
available to the service branches, to facilitate the
effective clean-up of identified sites where illegal
dumping, littering and environmental degradation has
occurred.
Clean-ups: a new integrated approach

Previous clean-up campaigns have not been sustainable
because they were aimed at merely clearing away dumped
material. Inevitably, material quickly re-appeared at
these locations and the entire cycle would begin again.
WasteWise aims to co-ordinate and integrate the efforts
of the different service units across all City of Cape
Town Administration areas. It couples the goal of long-term
sustainability with a concerted community education
and publicity programme, running alongside clean-up
work and reinforced by active law enforcement.
Through WasteWise, branches such as Cleansing, Solid
Waste, Parks, Recreation, Amenities, Roads, Stormwater,
Housing etc. will be linked to each other in terms of
work schedules and programming for clean-ups. It will
also link all these branches to the education and enforcement
components to achieve a broad span of control over littering
and illegal dumping.

Mapping illegal dumping

To achieve its overall aim, the WasteWise operations
component has undertaken detailed mapping of the extent
of illegal dumping, large-scale littering and environmental
degradation, and has quantified the volumes and nature
of waste materials involved. The identification thus
far of over 2200 illegal dumpsites assists the City
in prioritising its clean-up operations, and provides
focus for educational initiatives and law enforcement
programmes.
The operations component is therefore involved in identifying
and prioritising illegal dumpsites, as well as programming
and co-ordinating the operational work on the ground.
All clean-up activity is carried out by the appropriate
service unit, with the co-operation and support of related
or affected City service branches.
